At a very high level that is true but a layer down sits complexities such as contractual obligations, jurisdiction, and international relationships/trade. WA is a success story as far reservation is concerned, but even that is now under review. Queensland has a pseudo reservation program. Victoria has no onshore production, and no control over the offshore production. NSW is the true leaner, it produces no gas at all.
