There's plenty of examples of companies doing similar, the spec mining space is littered with them. Look at how much BHP spent developing Ravensthorpe back in the China nickel boom ... not sure it ever even produced before being put in C&M after spending billions on it. The nickel space is a disaster zone over a very long period of time
