New technology has a risk and daresay politicians are adverse to taking a risk, thus the pilot plant will need to be operational - with successful results - before taxpayers money is invested. Quantum also have the baggage of the failed enterprise, falling from being the darlings of the new IPO's in 2014, for the Graphite play.
We just have to wait for the pilot plant trials.
