Large facilities with multiple processing trains, multiple gathering networks and inlet facilities rarely have a total outage where the capacity reduces to 0 TJ/d. There are thresholds in processing reductions before the reduction needs to be declared, most likely (I'm speculating) the outage impacts a small number of fields/equipment (including Vali/Odin) and Moomba's overall processing capacity is unaffected.
