I think highly modularised just means it can be built offshore, excluding a lot of union related bs, exorbitant crippling local wages, seasonal delays and gouging.
Then installed at Raf location much like a prefab house philosophy. It probably allows for a degree of bolt-on scalability.
Buru seem quite optimistic and confident.
