Can't Drill until they get Gov't approvals which can't be got until they have a drilling plan, which will likely follow a farm-out, which won't be negotiated until full seismic appraisal is done then petroleum geologists engineers develop several options and apply rational analysis to choose the best. They just don't roll out of bed one morning and say Ah Hah!! after some divine revelation in their sleep.
