Hard rock can be done cheaply - see Sigma Lithium in Brazil (Brazil = low cost environment and Sigma is DMS only). Where hard rock operations need a flotation circuit, the costs tend to get a lot steeper.
From memory Sigma's first phase (~270ktpa only cost them $200m in capex).
Australia is high cost and a lot of the deposits have high iron content and/or are not coarse grain which means flotation is necessary (see LTR, GL1 etc)
