Again the key word is targeting and cunning plan. Not a single mining plan or production plan even came close to delivery and why is the question. Let's not forget about the huge ore body at mt garnet deeps they spent millions on digging down to. Where has it gone it did it just not exist or such low grade not worth it after all the promises. Didn't hit that plan and missed the target.
