Even at sea level the permafrost persists through to the end of March and Penikat is at altitude so temperatures would be lower. The way I'm reading it, the Natura Assessment by Finnish environmental authorities began in August 2022. Is the processing in parallel with this and the public consultation or just with the public consultation. Even if it was just in parallel with the public consultation the worst case scenario of 12 months would take us through to February and still allow a couple of months of drilling.
