However refer previous judgment dismissing his stay application which effectively said:
The Court of Appeal concluded, among other things, that Mr. Higgins failed to establish
even an arguable case, let alone an arguable case of sufficient importance to justify
consideration by the Supreme Court of Canada.
Therefore Mr Higgins now has 2 shows of succeeding through the legal system..
