"Minor EPA delay" IMO EPA delay's shouldn't be taken lightly, they "can" run indefinite if not permanent. A minor delay can also be viewed as a red flag & with only a million in the bank we can't afford many more delay's. Risk/Reward, a good win if final approval is granted but if not...a devastating blow! Im pro PLS but as of the recent delay im 50% out & 50% each delay after. GLTA
