That is why AVZ is keen for a TO/ JV, preferably by Chinese as they have wide presence in DRC and capable of influencing the Govt. Yes, in the absence of TO/JV it is a very risky business. I don't think anybody doubts the fact that AVZ is really a gigantic deposit of Lithium, it is really operational side of risk. Hopefully AVZ will be able to close the deal sooner. Some might think waiting longer will help with SP as drill results and JORC come through, however AVZ will be burning through the cash they have. If no deal (TO/ JV) materialises by the end of year , they will be looking at CR again and further dilution of shares.
