FAR would have full well known that it can take up to this long. Let's not forget how long they waited until they filed.
Also remember they said they were confident they had put themselves in the best strategic position possible. They are prepared for this delay scenario and won't be bothered by it IMO as it's plausible it fits in with their plan in why they filed for a start (the world's your oyster in speculation here)
