Revenue was higher than receipts. Ie. Receipts are lagging. If revenue continues to increase, which it should, then receipts next q should be at least as much as revenue this q just gone (and continue increasing thereafter). Compare that to forecast outflow and it's nowhere near as bad as the trolls are portraying.
