Kabila's government set up the 60/30/10 arrangement. If they don't play ball with AVZ they won't get a second chance especially with Tshisekedi at the helm. Kabila won't allow this deal to fall through and risk his interests being eroded away from the sideline. Also the government have a hefty interest in its success.
