Your memory with respect to TOR is wrong.
There were no company announcements and I was unsure of the reason for the delay.
At the last Quarterly (October 2018) PE was not mentioned once.
You may recall in the news train thread I was hopeful TOR would be set sometime in the Jul-Sep quarter of 2018 given the panel was constituted in April. When it was not mentioned and absent from the October quarterly I openly wondered what the delay was and how long it could take....
It appears that the TOR was set in the Oct-Dec quarter but not announced.
