This is generally the case in enviro sensitive projects - ie. You plan to have the flora survey done (for rehab purposes) because there is vegetation, which makes it easiest to evaluate.
my experience is that you wouldn’t necessarily do flora surveys only in spring.
This is my experience in Perth and Cooper Basins. I must admit I’ve spent more time in the Cooper, but have a minor amount of experience on enviro requirements in the PB, which is more than the zero number of enviro surveys I’ve been involved in the Cooper.
In saying that - I don’t recall ever having a project stalled because of insufficient flora surveys due to the season.
