Fair enough, my opinion may have been affected by the fact that in my experience the were wetlands near by.
Were you involved in the assessments by any chance or simply involved with the projects?
I only ask as it was foreign news to me the whole 'only in spring' thing until I was speaking directly with the town planning and development officer where I was planning to clear and build.
I also don't know if it's geographically relevant, however, it is something I hope management know.
