The price they set for the cap raising at has nothing to do with the amount of money they would have raised (eg; they wouldn't have raised more if they set the price at 40c) but the price they set does speak to the value they put on the company (pre raising).... or the price they 'believed' the market (eg; institutional investors) was willing to pay for new shares.
