sorta depends... I know what you are saying. I work in mine construction and would have to see what sort of early works are being done. the tender process would be just waiting for things to fall into place to be announced... it's not unheard of for an engineering company to start work before the announcement. being that its a fairly standard mine, early earthworks would be close to sorted, and being that its a brownfields project (old mine) levels are probably workable anyway and not much worked needed. so yeah... whilst it may be a small delay the holds ups this year won't necessarily be pushing the backend back.
