Not sure why they called them this -> Process and Instrumental Diagrams, in Australia I'm more familiar with them being referred to as Piping & Instrument Diagrams, even still the digitization is important as it allows :
Lists/schedules to be built - ie Equipment lists, motor lists, valves lists, pump lists, Line lists, instrument lists
These lists then form the basis for sizing calculations (Pump flow/pressure/volume etc, motor & equipment current/voltage etc, cable loading/length to obtain size, Piping type, schedule etc)
This information then builds their contract tender documents.

Also digitization of this information also allows planning schedules to be built for procurement/construction/commissioning as well as a basis for building this information into a completions management system.

So it's a positive development & gives me confidence that the 80% number may in fact be higher as it potentially indicates that they have frozen the design. IOW getting pretty close to having what they need to put this out to tender.
