They have a strong back-up in Malaysia - which was the original plan until a local refinery presented better chance to get the Gov interested in the project.
So I'd say the risk is not that high - if the NT or Fed Gov really don't care about a massive, home-grown, high-tech, green project that would deliver jobs to the NT, then we'll do it in Malaysia.
