If EGR didn't have such high corporate costs (associated with paying a board and running a publicly listed company) 5,000tpa could be commercial.
When one has to sustain corporate costs, the revenue from 5,000tpa would not be conducive to a commercial operation as the ongoing survival of the company could not rely on these cash flows alone.
