Permits are already there just need to submit a mine plan to BLM once approved get started ! Drilling is only to "prove" the resource nothing to do with mining , remember the last time the mine came out of care and maintenance was in the 90s so 2-3 decades old not exactly ancient history IMHO Blackstone Resources is definitely worth floating in an IPO may need a name change though ........
