if the first mention hearing in the Warden's court is in December it will likely be adjourned for several months unless the parties can reach agreement before then. It would make sense to try to conclude negotiations sooner. These things can drag on for years otherwise. Pushing for programming would add to that. Best to keep it out of court and get the tenements granted before the boom is over.
