Some countries in the EU already maintain national service and conscription, and they could always open that up to permanent residence if things got bad enough. There is a good chance the war will be fought in the EU, so not a great place to be. The best way to avoid those things is to get a required trade.

The most they would let him do was join the reserves. If your son can make himself valuable to the government they wont send him anywhere.
