ROG would do the same as any other company. The reason the oil finds in Africa do little for the countries they're in is because the profits are shipped back home.
No different to Australia allowing other countries to buy mining companies and then not taxing the profits they make.
Big mining companies come in take the oil then leave. They don't even bother to clean up their messes. They did the same thing in South America.
