There is actually a chance drilling is soon. The PoW system has a mandatory 15 business day processing time, 3 weeks. DMIRS staff only start looking at them on day 14 or 15. If there is an issue they stop the clock and raise it with the proponent. If the issue cropped up during the PoW then they might actually be at the end of the time frame with permission imminent.
