I'm suggesting the exploitation plan was modified in the last few months due to government feedback as I have stated several times now. What is highly unusual in this situation is that the government has been given the exploitation plan for review prior to submission.
If you can't understand that things changes, and that a exploitation plan can be modified etc. then there is no point having this conversation, you won't convince me and I won't convince you.
