If you scroll back to around the time of the last quarterly most if not all of this is all covered.
In short borrowing preserves cash which is needed to support the DW.
I'm happy the company repaid the $1m and saved interest.
The $690k tax refund, I imagine came from an operating budget and so I suspect should have gone back to that budget. Others would be better qualified to answer this aspect but that would be my expectation.
