Because there would have been no point mass producing something without having TGA approval first. Plus many of the ingredients are perishable.
Anyway, who really cares?! I don't have a big holding and I don't like the company at all but I still think it's a great product and will go a few bags from here. Happy to go a few bags or to zero.
Let's see how it goes and if I end up making some coin then I'll shout everyone some Papaya Activs and a State Securities bumper sticker.
