I believe they did do it the right way. Their reasons for rejecting the January 2020 are 100% valid in my opinion: 1) “community opposition”, 2) “funding required to progress the work program in a timely manner”, 3) “compliance with other conditions”, 4) “sufficient evidence to meet the criteria for force majeure”. https://www.pm.gov.au/media/press-conference-terrigal-nsw
