The gov is pushing massive amounts into AWS/azure. They are telling their departments to move to them. Even all the banks are moving to the big cloud providers. This market is being squeezed not by revenue/profits but by telling departments to move into the main cloud providers, cloud-first.

I see huge running costs and them increasing at a massive pace, the leased hardware is now several years old? That means they will need a refresh in the next few years so this cost doesn't just disappear though they could sweat it by creating a new revision just like AWS does with C2,3,4,5, etc plans.
