There is always more incentive for management to pay a dividend rather than buy back. Management that hold will receive immediate income from a dividend, where as buyback may increase the price of the share but management will always have selling restrictions. This is why I believe they will consolidate and then look to pay out dividends (if they can keep cash flow up)
