No... they dont get paid for expenditure... that was expenditure incurred by IGO, and is no benefit to CLZ unless they retain ownership. You cant have it both ways, you either own the expenditure with the tenement or you sell out.
If IGO buys them out they will get a final payment of $2,250,000. Still a tidy sum but imagine if every number they quoted was couched in the same inventive language.
