From reading the update it appears to me that Saddle Hills is definitely going ahead, the only thing hanging on the regulations is what model they go with to optimise returns/funding based on the actual form of the regs.
From reading the information from the government I believe KPO were optimistic to think the draft regulations would be published before the end of 2022. I cannot find anything official to indicate a precise timeframe, publicly I can only find reference to 2023.
