I doubt that is correct. Firstly, how can it be a “rebate”? A rebate is paying money back to the person or company expending the money. Shareholders haven’t paid money to be entitled to a rebate.
Can you name some of the companies you believe have paid money to shareholders out of the R&D Refund/Rebate/Offset, and supply the source of your information?
The answer to your question is “No”.
