As a number guy, I think this is right as I calculated carefully and got that number.
Forecasted cost ~40mil per year with current spending and they has 86mil in cash. Need to find out reengineering cost but I think NVX can get a loan again if need to as they did get $30mil loan last quarter.
That loan is presented in current share price so I think it is fair to wait if they can sign a contract and deliver.
This report is also very clear on expected margin: 28% of 7$-$10 per ton. First great communication to me.
