What isn't mentioned is them somehow getting approval to operate as they don't have the rest of the infrastructure to capture the smoke/gas volatiles the charring produces that was going to be processed into hydrogen/fertiliser.
I'm pretty sure the Vic EPA isn't going to accept a connected to nothing kiln pouring out smoke with a promise they'll connect the rest up later......
