    well from my understanding it's got a lot to do with the moneys needed to finish the hydro and the fact that J-P has said moneys and the board seems to have neither the inclination or the ability to find said funds elsewhere.

    why would JP provide funds when they can just buy the thing.....

    that's my uneducated opinion and I'm more than happy to be corrected
