Fentanyl and illegal immigrants poor into the US through their leaky borders. All the Canadians and Mexicans need to do is to be seen to make an effort to control their borders and stem the flow then Trump has his win in the eyes of the US public. Whether the flow actually stops probably doesn't matter much.
