If Canada puts bigger taxes on US digital services, that could be very helpful for our cause, assuming this all doesn't get dropped as soon as the markets start plummeting.
There was a 70 year trade war or so between canada and the US starting in the 1800s. Manufacturers built factories on each side of the border, and shared know how across the border to keep them running well. So I suspect the data centres could also be built on both sides.
It could suit US companies to have data centres across the border as protection against retaliation, where there was a diffential tax on different jurisdictions. There is also the greenhouse gas angle to consider as well. I'm not sure how the tax agencies could distinguish between the locations of the data centres or suppliers I admit.
