SAMR regulates China labelled products physically sold in mother and baby stores in mainland China.
It does not prevent English label products like BUB Supreme, or AHF's products for that matter, being sold via cross border e-commerce or daigou etc.
This has been the case since way way before Zhang and AZ Global tried to sell BUB Supreme. BUB was already able to sell via daigou and CBEC channels and no regulatory changes affected the market for its Bub Supreme product.
