    IMHO, IDSB is a licensed Malaysian entity, so any change of ownership—even a minority stake—must first clear the local regulator and, if the buyer is foreign, secure Bank Negara Malaysia’s approval. Those reviews can be lengthy and become even more cumbersome when multiple overseas parties are involved. Moreover, a 21 percent holding offers very limited control, so it’s hard to see why an Australian corporate would pursue exactly that structure—only a specialized investment fund would entertain such a minority position, and it would almost certainly push hard on price
