There’s method to that madness though
similar to CPI overall - cos if house prices rise rents follow later usually
so it all seems designed to suppress real lived inflation. experience in favour of long term slow rises
so I can see the overall design - it’s just not very authentic
those adjustments they do leave me unpersuaded
