I heard that once the final check box for the mining licence, the technical, goes from positive feedback(current status) to favourable(I.M.M.I.N.E.N.T.) that the mining licence is a F.O.R.M.A.L,I.T.Y.!, so those waiting on the side lines may well get caught with their pants down.
