The winning tender will be a consortium made up of the Mozambique Minister of Mining (& Corruption), his family, friends and relatives - and before u knew it they owned the largest deposit on high grade graphite and vanadium in the world and they got it for peanuts….WTF?…

KL - pays to keep your eye on the ball, hey PC! (he’s probable getting a very healthy kickback)

All IMO of course … in good humour … as if that type of thing could ever happen in a banana republic…purely speculation. FFS ;-/
