With BOA's, finance, and environmental approvals, 15 cents is likely IMHO.
That could all happen quite quickly once the BFS comes out. Or it could drag on.
I have suspected for a while that the BFS delay was due to quotes for long lead items dragging the chain. It gives me some confidence that the BFS is being done sufficiently thoroughly that things could fall into place very quickly once it is out.
