@rizzla I can't imagine that is the case. As you say, that would be a fundamental departure from that which was outlined in the binding terms sheet.
Not much point in a phase 2 if the flowsheet design and market outreach are largely completed in phase 1 and construction of both plants are to commence in phase 3.
A horribly written summary, unfortunately true to form for FYI, that leaves plenty of room for confusion.
