Over the weekend I had a look at the example forms that the grant provides the grantees, and from what I could determine, a certain amount of funds can be allocated during certain periods, with AVL providing outline of what they money will be spent on in regards to taking the project to production, and then approved, the funds are provided. So far I don't think there has been any details about what milestones or conditions need to be met and on what timelines those apply, so it's kind if impossible to determine.
What seems clear is that the full funds don't come through up front, AVL actually need to be performing the activity to have the funds provided, e.g. ordering a long lead item, the grant would cover that, etc.
I'll post a link below to the actual pdf example grant document, worth a read as my interpretation above isn't that great, but you will get a much better insite on how the grant works in general.
The specifics for AVL will be much more important though when they are released..
